Canada's federal government has sharply curtailed temporary resident inflows through the 2026-2028 Immigration Levels Plan, cutting new student arrivals by 49% and temporary worker targets by 37% while holding permanent resident admissions at 380,000. Statistics Canada data show the population already declined in three consecutive quarters through Q1 2026, with net outflows of non-permanent residents offsetting modest permanent immigration and natural increase. The Parliamentary Budget Officer projects flat or slightly negative annual growth for 2026 as these measures continue, aligning with the explicit policy goal of reducing the non-permanent resident share below 5% of the total population. Traders assign an 89% probability to a year-end decline reflecting the sustained impact of these official targets and observed quarterly trends.
