No charges have been filed against Phoebe Gates or her Phia co-founders despite Bloomberg reporting on alleged cookie stuffing in the shopping app, a practice that has drawn wire-fraud scrutiny in prior cases. Legal experts consistently frame criminal prosecution as unlikely in the near term, pointing instead to civil restitution, compliance fixes, and revenue reversals already underway. The short window to September 30 further reduces odds, as does Gates’ high-profile family resources and clean record. An unexpected federal indictment or arrest warrant before the deadline remains a remote theoretical risk but would require swift escalation beyond current public developments.
