A 2023 statute, signed into law by President Biden, requires congressional approval—specifically a two-thirds Senate vote or an act of Congress—for any withdrawal, creating a significant procedural barrier. The Trump administration has instead pursued reduced US force posture in Europe through troop reductions in Germany, canceled rotations, and scaled-back capabilities assigned to NATO plans, while pressing allies to meet higher defense spending targets under a "NATO 3.0" framework. European members have responded by committing to 5 percent of GDP on defense by 2035. These steps reflect burden-sharing pressure rather than treaty exit, though future congressional dynamics or escalation in related conflicts could influence the trajectory.
