**U.S. Embassy in Damascus reopened by...?** U.S. diplomatic engagement with Syria has advanced through phased planning and major sanctions relief. The Trump administration notified Congress in February 2026 of intent to pursue a phased resumption of embassy operations, closed since 2012, with Special Envoy Tom Barrack raising the flag at the compound in May and prioritizing the file. On August 24, 2026, the State Department rescinded Syria’s state sponsor of terrorism designation, revoked related HTS listings, and enabled waivers under prior sanctions laws including the Caesar Act, removing key legal barriers to full operations and investment. These steps followed the post-2024 transition, improved security conditions, and bilateral business forums. Traders assess timelines around further congressional notifications, security assessments, and any remaining procedural holds before permanent staffing resumes.
