Traffic has fallen well below pre-crisis norms and includes many "dark" transits, but volumes have not reached the extreme thresholds defining effective closure under IMF PortWatch metrics. Ongoing naval risks, selective safe-passage arrangements (notably for Chinese vessels), and potential escalation tied to regional diplomacy or further strikes continue to shape trader assessments of closure probabilities by specific dates through year-end.
